Martinez is plotting what he calls a "petite revolution."

Mr. Martinez, 50, a postman's son and the Louvre's president since April 2013, is moving quickly to make a democratic mark on the royal stronghold that has the most visitors of any museum in the world, 70 percent of them foreign tourists.

He is also revamping the 40,000 banners, wall text, signs and symbols that explain the museum's treasures in French. The plan is to make them more readable in English and Spanish for the majority of visitors searching for cloakrooms or the Mona Lisa in the sprawl of a museum that dates to 1190, when it was a fortress for King Philippe II.

In the past, museums catered to visitors schooled in art history, with detailed information like a book and "chapters, titles, paragraphs," Mr. Martinez said . "Our museum is not a book. It's something physical. It's necessary to move things around to try to increase understanding of our art."

Most of the Louvre's nine million visitors tend to be newcomers and art novices . The idea is to help them , with clear information .

Mr. Martinez grew up in Rosnysous- Bois, a working-class suburb east of Paris. He said he reflects the demographic evolution. His own first visit to the Louvre was a history class trip at the age of 11. When he came home, he said, he told nothing to his parents, who had never taken him to a museum.

Since Mr. Martinez's arrival, some critics have sniped in the French press, labeling him "anti- mondain," uncomfortable with high society and neglecting rich patrons at a time when French museums are facing reductions in state subsidies.

The Louvre, with 2,100 employees, will receive 102 million euros, or roughly $127 million, in state funding next year, but its makeover is financed by money flowing from the Abu Dhabi satellite in the Emirates, which is paying the Louvre 400 million euros for the use of its name alone.

Mr. Martinez tested the Louvre experience as a tourist last year. His wait in line dragged more than two and a half hours . He intends to reduce it by expanding entrances to five from three. Information desks and ticket counters will be arranged in a more logical fashion.

But Mr. Martinez concedes there are limits, such as the glut of selfie-snapping crowds surrounding the Mona Lisa. "There are no miracles," Mr. Martinez said, adding that he intends to divert some of the more than 850,000 French students who visit yearly to an educational space with revolving exhibits. Visitors said the new strategy was needed .

Experts give Mr. Martinez credit. "A major institution like the Louvre has such organizational and political and historical momentum that it's like moving a supertanker," said James M. Bradburne, director of the Palazzo Strozzi in Florence.

The textbook, the one with the wide-eyed lemur peering off the cover, has been handed out for years to students in honors biology classes at the high schools here, offering lessons on subjects like mitosis and meiosis, photosynthesis and anatomy.

But now, the school board in this suburb of Phoenix has voted to cut or mark through two pages because they discuss sexually transmitted diseases and contraception, including mifepristone, a drug that can be used to prevent or halt a pregnancy. A law passed two years ago in Arizona requires schools to teach "preference, encouragement and support to childbirth and adoption" over abortion, and the school board decided that those pages were in violation of this law — even though the Arizona Education Department, which examined the book for compliance, found that they were not.

The controversy has turned into a referendum on the 2012 law, with supporters saying the textbook content cannot be removed fast enough and opponents objecting for a variety of reasons: technical, ethical, pedagogical. But the Gilbert school board is moving forward, trying to figure out how to remove the material despite resistance from parents, residents, the American Civil Liberties Union and even the district's superintendent.

The dispute has led to fiery exchanges at board meetings, rumors about secret redacting sessions, and angry confrontations in local grocery stores. Christina M. Kishimoto, the schools superintendent in Gilbert, who started in the job just this summer, has found herself caught in the dispute. "I'm constantly getting emails about so-and-so threatening this or that," she said. "The accusations are going back and forth. It's a distraction. It's upsetting families."

Abortion has been a prominent legal issue in Arizona. In January, the United States Supreme Court declined to hear a case brought by people who wanted to reinstate a state law, passed in 2012 but subsequently struck down, that barred most abortions after 20 weeks of pregnancy. In March, a federal judge in Tucson refused to block the state's unusually strict laws, also passed in 2012, on the use of abortion drugs.

Ms. Smith said she had been driving her family home from church back in January when her son told her about what was in the textbook. "I almost drove off the road," she said.

"I'm Catholic; we do not contracept," Ms. Smith said. "It is a grave sin."

In August, school officials asked the Arizona Education Department for guidance. Lawyers and officials found that the material did not violate the law, as long as teachers provided context.

"Just simply stating a fact, a particular drug and its function, doesn't mean you favor that particular course of action," said Chris Kotterman, the department's deputy director of policy development and government relations.
